The Delegation of the European Union to the Republic of Croatia is looking for a Task Manager – International Aid / Cooperation Officer that will execute his/her tasks under the direct supervision of the Head of Operations i section.

Overall Purpose:
- To contribute to the definition, implementation and follow-up of the pre-accession process in the area of Competition and State Aid, Free Movement of Goods, Statistics, Consumer Protection and Public Health.
Functions and duties:
Policy Analysis: Sector analysis, strategy formulation and programming:
- Support policy dialogue with all relevant ministries, agencies, donors and relevant stakeholders in the above mentioned fields.
- Contribute to sector analysis and to programming of pre-accession assistance in the above mentioned fields.
Internal Communication: Sectoral reporting to HQ:
- Observe, monitor and report regularly, pro-actively and in timely fashion to Headquarters on sector issues. In particular this requires contribution to the monthly and yearly progress report prepared by the Delegation, yearly update of the free movement of goods issue paper, draft Line-to-take and ad hoc reports.
Programme/Project/Process Management: Delegation's project cycle management
- Contribute to the programming, identification and appraisal of assistance to Croatia in close cooperation with the beneficiary institution(s), Croatian programming authorities, and Headquarters.
- Assist with all aspects of the procurement process, including support to tender preparation, assessment of tender documentation and participation in evaluation committees as an observer as well as providing ex ante control of files coming from the CFCA under DIS.
- Monitor ongoing projects, also via hired expertise, attend management and monitoring meetings, attend regular meetings with the beneficiary institution(s), elaborate progress reports on projects and propose action if and when needed.
- Contribute to monitoring of projects under DIS.
- Share information and seek cooperation with other donors active in Croatia.
- Give an “operational invitation visa” on any document where required.
- Contribute to the improvement of Contracting Authority and Beneficiary’s project cycle management via close support, interactive collaboration, and open communication.
Project/Process Management: Preparation and follow up of calls for tender
- Mainly within the DIS context, assist the national contracting authorities in launching, managing and monitoring calls for proposals, tenders, evaluation and selection of projects.
- Ensure the follow-up on the implementation of projects and the performance of project managers and partners, monitor contractual obligations (via periodic reviews, audits, reporting and assistance, etc.) and gather and handle external expertise.
- Deal with horizontal activities, coordination and networking aspects of the programme and its projects.
Representation, Negotiation, Participation of the Delegation:
- Maintain good and effective contacts with the local operators in the field, with the national authorities and institutions, with representatives of the diplomatic missions of the Member States, with representatives of the principal international donors.
- Prepare and assist in missions from Headquarters.
- Participate to the team activities of the section meetings, replace task managers when needed, and act as section coordinator as needed in the absence of the Head of Section.
- Represent the Commission in public events or meetings, as needed and appropriate.
External Communication related to programme and projects:
- Produce and disseminate the results of projects at workshops, seminars, conferences and other public events, including by public speaking, checking the quality of brochures, drafting/revising press releases and articles, and revising thematic publications.
- Extract and disseminate best practices and facilitate exchange of experiences.
- Contribute to the production of publications and to all other information activities of the Delegation regarding the sectors under the jobholder’s responsibility.
Other activities:
- To perform any other related duties assigned by Head of Delegation or Head of Operations Section.
Uvjeti
The ideal candidate, who must have a permanent address / residence in Croatia, is requested to perform and possess:
Education & Training:
- University level education of legal duration of at least 3 years essential
Experience:
- At least three years of relevant working experience in a private firm, consultancy or public sector
- At least 2 year project management experience related to at least one of the specific job areas: Competition and State Aid, Free Movement of Goods, Statistics, Consumer Protection and Public Health
Language skills:
- Fluent English written and spoken
- Fluent in Croatian written and spoken
- Knowledge of other official EU languages will be considered an asset
