Opis posla

UNICEF Office for Croatia is looking for a talented, motivated and experienced professional to join our team as Programme Assistant (m/f).

How can you make a difference?

In order to support programmatic efforts within the Country Programme, substantive support to the Child Protection team is required - in the development and implementation of effective programmes consistent with UNICEF’s rules and regulations and the Country Programme Document 2017-2021. Programme Assistant will provide necessary administrative, operational, logistic and programmatic support. S/he may also contribute to research, financial management, and programme implementation and monitoring. The Programme Assistant will work in close collaboration with the other members of the programme team, as well as Operations, Communication and Fundraising sections. S/he will be supervised by Child Protection Officer.

Main responsibilities and duties of the Programme Assistant will be to provide:
1. Programme/project management support, including:
- Support cooperation with UNICEF’s implementing partners and other relevant stakeholders by providing assistance to responsible officer and partners
- Assist in monitoring of the status of programme/project implementation, and take necessary actions to ensure programme/project documents are completed and submitted on time
- Liaise with counterparts and UNICEF’s partners at the technical level, including civil society organizations, government entities and national/international organizations, to ensure their participation and contribution to programme/project activities and the coordination of activities among the various partners
2. Administrative and financial management support, including:
- Preparation of various written outputs, such as background papers, working papers, summaries, briefs, presentations, correspondence, drafts of Terms of References and reports in the relevant area, as well as drafts of contracts, requests and other administrative documents, in both English and Croatian language and in compliance with UNICEF rules and regulations
- Assist in identifying and analysing data and information from various sources (legislation, statistics, official ministries' reports and data bases, researches, scientific papers, expert analyses, etc.)
- Assist with the organization of conferences, workshops, seminars, missions and meetings; prepare preliminary budget, invitation letters, book conference/meeting facilities, travel and accommodation for participants in compliance with UNICEF rules and regulations
- Assist in organizing procurement of services and/or supply as per programme/ project activities and in line with UNICEF procurement regulations and financial rules
- Oversee distribution of programme materials to beneficiaries and stakeholders, and keep distribution records
- Maintain and update files/records (electronic and paper) and internal databases
3. Support programme/project communication activities, including:
- Assist in preparation of information suitable for presentation of programme activities to media and public, in close cooperation with the communications and Programme Officer(s)
4. Support in other tasks, if required, based on the agreements with the supervisor.

This position requires experienced incumbent and the following essential qualifications and competencies are required:
- A secondary education combined with a qualifying number of at least 5 years of relevant professional experience will be considered in lieu of the university degree (preferably in the field of social work, law, social pedagogy, psychology) combined with a qualifying number of at least 2 years of relevant professional experience
- Relevant professional experience in the area of programme/project administration, administrative and technical assistance is required
- Excellent command of English and Croatian, written and spoken
- Excellent computer skills in MS Office (Excel, Word, PowerPoint, etc.)
- Strong interpersonal skills, drive for results for children
- Ability to work under pressure and meeting tight deadlines, including in emergency situations
- Ability to research, analyse, evaluate and synthesize information
- Ability to extract and format data and to solve operational problems
- Ability to learn fast
- Ability to work well in a team and cope under stressful and difficult circumstances
