Job description

Despite the progress made over the last few years, a large proportion of girls and boys in Croatia still suffer from multiple deprivations, including a lack of access to basic family and community-based services and equal opportunities to reach their full potential in life. Latest available Eurostat data for 2022 shows that 18.1% of children are at risk of poverty or social exclusion, while there is 10.9% of children are at persistent risk of poverty (compared with 7.3% a year before). The multiple deprivations are specifically concentrated among specific groups of the most vulnerable children and adolescents, including children in the context of emergencies. The latest financial crisis and inflation, affect children and their families living in poverty, and negatively impact the lives of more than 28,000 Ukrainian refugees who have entered Croatia, many of whom have requested temporary protection. Additionally, in 2023 there is significant increase in illegal border crossings, number of expressed intentions for international protection, as well as in relation to unaccompanied and separated children (UASC). In 2023 Croatia identified and registered an increase of 170% in the number of unaccompanied and separated children compared to 2022. UNICEF Country Office is actively supporting several programme streams related to the protection of refugee and migrant children and integration.

UNICEF Office for Croatia is looking for an expert Social Policy/Protection Consultant (m/f) with extensive knowledge and experience in social policy and/or social protection to support the implementation of social policy and social protection interventions planned within the Biannual Work Plan between the Government of the Republic of Croatia and UNICEF (2024 and 2025).

What we offer

The position is planned as a full-time job, and the initial contract will be offered for 12 months, with the possibility of an extension based on successful performance and funds availability. The position contributed to the needs and results in the area of social policy/child protection envisaged for the UNICEF Programme of Cooperation (2023-2027), which will be implemented in close collaboration with the Government and other partners.
