For 75 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and development, in cooperation with governments, focusing on the most vulnerable groups of children. UNICEF programmes in Croatia are equity-focused, and financed through voluntary contributions from governments, foundations, sponsorship from the corporate sector, as well as private charitable donations from individuals and small-to-medium sized firms.

Despite the progress made over the last few years, a large proportion of girls and boys in Croatia still suffer from multiple deprivations, including a lack of access to basic family and community-based services and equal opportunities to reach their full potential in life. The multiple deprivations are specifically concentrated among specific groups of the most vulnerable children and adolescents, including children in the context of emergencies. The latest financial crisis as well as inflation, additionally underpinned with the escalation of the war in Ukraine will affect children and their families living in poverty, as well as negatively impact the lives of the 20,000 Ukrainian refugees who have entered Croatia, many of which have requested temporary protection.

UNICEF Office for Croatia is looking for an expert Social Policy/Protection Consultant (m/f) with knowledge and experience in the formulation, design, planning, implementation, monitoring and evaluation of social protection legislation, policies and programmes, preferably in close coordination and cooperation with government institutions.

How can you make a difference?

In the role of Social Policy / Protection Consultant (m/f), the incumbent will provide expert technical support and leadership in all stages of social policy/protection programming relevant to UNICEF’s engagement with national and local authorities, institutions, service providers, and the business sector to increase their capacities to legislate, plan and contribute adequate resources for fulfilling child rights and deliver child-sensitive and gender.

Under the guidance and supervision of the Deputy Representative, the consultant will work closely with all relevant results managers and emergency focal point(s) in the UNICEF Country Office in Croatia as well as with other respective team members. The consultant will regularly communicate with UNICEF Europe and Central Asia Regional Office teams (Social Policy/Protection and Emergency in particular) and contribute to the global/regional knowledge exchange and learning.

Tasks/Milestone of the assignments:
- Coordinates evidence generation process on the adequacy of (a) benefits for children and families living in poverty and social exclusion (b) leaves and allowances for foster parents and children in foster care, and (c) public expenditure for social and child protection services
- Ensures technical advice to the Government partners to enhance the legislation on social and child protection
- Conducts analysis of policy options, budgets and fiscal space for improved financing of child-sensitive social protection interventions
- Ensures technical advice to partners related to financing and prioritization of the most relevant family and community-based services,
- Ensures up to date insights/reports on children affected with poverty, available social protection services and benefits for children and families (at all levels), with additional focus on emergency context
- Undertakes needs assessment, conceptualise and deliver capacity- building training to relevant stakeholders

Uvjeti

To qualify as an advocate for every child you will have:
- An advanced university degree (Master’s) in one of the following fields: Social policy, economy, public administration or another relevant field is required
- A minimum of 7 years of experience in social policy and/or social protection is required
- Minimum 5 years of experience in research and analysis and the ability to use data as evidence is required
- Understanding of children’s issues in Croatia is required
- Background and/or familiarity with emergency is considered as a strong asset
- Knowledge and experience in the formulation, design, planning, implementation, monitoring and evaluation of social protection legislation, policies and programmes, preferably in close coordination and cooperation with government institutions is required
- Good knowledge of national and EU policies relevant to children and families, particularly in regard to social protection and public financing for children is required
- Good knowledge of EU funding mechanisms and regulations and the Government’s budget processes is an asset

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein. For this specific service, UNICEF will offer UNOPS Local Individual Contractor Agreement that includes benefits and entitlements such as leave entitlements and medical insurance, excluding pension fund. The conditions of service will be governed by contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors.

Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
